State Authorization for Distance Learning Programs
Caldwell University is authorized to operate distance learning programs in all states that participate in the State Authorization Reciprocity Agreement (SARA), with the exception of California. SARA is an agreement among member states, districts and territories that establish standards for interstate offerings of postsecondary distance education across state lines. SARA is overseen by the National Council for State Authorization Reciprocity Agreements (NC-SARA) and administered by four regional compacts, with the New England Board of Higher Education (NEBHE) being the regional compact for New Jersey. Approval for institutional participation was granted by the New Jersey Secretary of Higher Education in January of 2017.
Caldwell University students enrolled in online programs should first attempt to resolve complaints with the appropriate administrative or academic office. The policy and procedures for complaints/grievances are outlined on the Caldwell University website:
Students who have exhausted internal complaint procedures and remain dissatisfied may contact the New Jersey Office of the Secretary of Higher Education (OSHE) to file a complaint. OSHE is the authorizing agency for Caldwell University’s participation in SARA.
